First Shelter Sketchbook p.34. This is the first sketch Moore made in Tilbury, the largest public shelter in London, located in the basement of a warehouse off Commercial Road, between Whitechapel and Stepney. In the autumn of 1940 it sheltered 8,000 people every night, and once housed as many as 15,000.
