In his commission, Moore was faced with finding a visual equivalent for experiences which were not wholly visual: the need to express the emotions and feelings of the shelterers through their pictorial appearance". Contemporary elements like clothes and features were replaced by an expressive vision which bears comparison with Giotto. Emphasis on perspective rhythms and masses and the substitution of toga-like garments produced a compassionate and symbolic record of human endurance."
